A Plan to mobilize 1500 billion francs for climate change
Gabon, which is beginning to attract green financing, now has a climate investment plan based on eight priority programmes and more than 25 projects.
The closing workshop ceremony, organized on November 02, 2018 in Libreville, on the preparatory support of the Green Climate Fund, was an opportunity for the Minister of Water and Forests, Jaques Denis TSANGA, to hand over to the Prime Minister, Emmanuel ISSOZET NGONDET, the country programme, also called the climate investment planning framework for Gabon.
It should be noted that the Green Climate Fund (CGF) is an instrument of the United Nations Framework Convention on Climate Change, set up at the end of the Copenhagen Cop 15, in order to raise the $100 billion that the industrialized countries had committed themselves to mobilize annually. Gabon has set up a National Climate Council to facilitate access to this green financing. The launch of the activities of GCF Libreville took place on 30 June 2017; the elaboration and finalization of the programme were the actions that led to the implementation of the climate investment plan. At the end of this process, (eight priority programmes, with an estimated total value of $2,626 billion) some 1,500 billion CFA francs and 7 preparatory grants estimated at $1.35 million were selected in the country programme - among more than 25 projects identified.
This allocation of 923463 dollars (nearly 500 million of our francs) will be technically executed by the Agence Nationale des Parcs Nationaux (ANPN) and judicially by the Caisse des Dépôts et Consignations.
Due to these internal management procedures, which are judged to be in line with international standards, CDC is currently the only entity accredited in Gabon to host the financing of the Ver pour le Climat Fund.
Hermann Régis NZOUNDOU BIGNOUMBA, Director General of the CDC, does not ignore this recognition by an international donor.
"These experiences of project management management with an international donor represent considerable opportunities for the CDC to also promote itself as a responsible Climato. "So, he added, the CDC says it wants to go further in its commitment to a resilient and low-carbon economy.
